The electricity provider must offer consumers a variety of methods to pay their bills. The offered payment alternatives may not be subject to any terms and conditions that are not properly justified or that discriminate against any customer group. Reasonable differences in costs to the electricity provider from the different payment methods may be taken into account in the terms and conditions. If a retailer offers consumer customers a prepayment alternative, the system must comply to a sufficient extent with the consumer's assessed probable annual electricity consumption.
